Commission Wraps Up Public Engagement

More than 5,000 parents, educators, students and other Nova Scotians participated in the Commission on Inclusive Education’s public consultations, sharing their views, ideas and stories with commission members. As part of their research, commission members also visited some schools in each region, meeting with teachers, administrators and students in their communities.

“We are thrilled with the level of participation and so grateful to everyone who participated in the consultations,” said Sarah Shea, commission chair. “In sharing their experiences with us, Nova Scotians described successes, challenges, frustrations and innovations within the current model of inclusive education.”

A number of themes emerged as priorities, including addressing funding gaps and allocation, resources, training, and professional development.

“We met a lot of dedicated educators and found that creative solutions are being implemented, but in isolation,” said Adela Njie, the Nova Scotia Teachers’ Union appointee to the commission. “To improve inclusive education, we need these successful strategies and other proven programs to be available where necessary to meet the needs of students across the province.”

Above all, the message of urgency was loud and clear, with participants pressing the commission to make significant changes and not just tweaks to the current model.

“Throughout all of the consultations, Nova Scotians told us not to approach this massive problem with just a few tweaks,” said Monica Williams, the commission’s government appointee. “It is clear that reconstruction of inclusive education is necessary.
“Parents want the best for their children, and educators want to work in a positive, supportive environment focused on student success.”

The commission consulted Nova Scotians from Dec. 15 to Jan. 30, through a variety of means, including:
-- youth and parent focus groups
-- online surveys
-- meetings with teachers, other interested groups and individuals
-- public workshops
-- submissions and stories

The commission’s final report is due at the end of March.

Members Named to the Accessibility Advisory Board

Twelve Nova Scotians will serve as the first members of the province’s Accessibility Advisory Board.

“We are very pleased to be appointing such an experienced and diverse group of individuals to the Accessibility Advisory Board,” said Attorney General and Justice Minister Mark Furey.

“Many Nova Scotians face barriers that prevent them from fully participating in society. The board will be working to address these barriers and to help make the province an accessible place for all to live and work.”

One of the board’s first tasks will be to develop and recommend to the minister a strategy and implementation plan which outlines how Nova Scotia will achieve accessibility by 2030. This is expected to be completed in the fall. The board will also advise government on the development of accessibility standards.

Appointees to the board are:

The establishment of an Accessibility Advisory Board was a commitment under the province’s legislation to make Nova Scotia accessible by 2030.

Under the act, at least 50 per cent of board members must be persons with a disability. The board members appointed today represent a diverse range of disabilities.

2018 Call for Nominations for Order of Nova Scotia

Each year, a group of individuals is recognized for their outstanding contributions to the province by receiving the Order of Nova Scotia. Past recipients have come from all walks of life, from all corners of the province and nominations are now being accepted for this year’s ceremony.

The deadline for nominations is Friday, March 16.

“As the province’s highest honour, I encourage our citizens to nominate their fellow Nova Scotians who through their tremendous efforts have improved the lives of others, or who have excelled in their respective fields,” said Lt.-Gov. Arthur J. LeBlanc, Chancellor of the Order of Nova Scotia. “Appointment to the Order of Nova Scotia is a wonderful opportunity to recognize such worthy individuals.”

Since its creation in 2001, 93 recipients have been invested into the order, including nine posthumously.

“The Order of Nova Scotia is an opportunity to recognize those who contribute so strongly to the fabric of our province,” said Premier Stephen McNeil. “This honour shines a light on those who go above and beyond to enrich the lives of Nova Scotians and make Nova Scotia a better place.”

Bradford Barton of Dartmouth was invested into the order in 2017. Mr. Barton, who spent his professional career as a teacher and leader in the education system, was recognized for efforts to make Nova Scotia a more vibrant and equitable province.

“For me personally, to be recognized as an African Nova Scotian was an incredible honour. It has been my life’s work to advocate for youth from my community and as an educator to create an environment for all students to succeed,” said Mr. Barton.

Nomination forms are available at Access Nova Scotia centres, Province House in Halifax, MLA and MP offices in Nova Scotia, municipal offices, and online at www.novascotia.ca/orderofnovascotia.

Nominations will be accepted by mail, fax, or email. Those wishing to renominate someone can submit a photocopy of the previous nomination package, with a new nomination form.

More Affordable Rental Housing in Halifax

People living on low to moderate incomes now have increased access to affordable housing in Halifax with the reopening of 22-24 Evans Ave. The extensive renovation of two buildings provides 27 units of safe and secure housing to new residents.

The project was funded through the joint federal-provincial Social Infrastructure Fund and Investment in Affordable Housing agreements, which are administered through the provincial Affordable Housing Rental Preservation Program.

“We want to help more Nova Scotians with low incomes find a safe, affordable place to call home,” said Kelly Regan, Minister responsible for Housing Nova Scotia. “Working with our federal colleagues and the private sector, we continue to help more Nova Scotians achieve this goal.”

“Our government is committed to working with Nova Scotia to develop and implement local solutions to housing,” said Jean-Yves Duclos, Minister of Families, Children and Social Development and Minister Responsible for Canada Mortgage and Housing Corporation. “This investment is helping people in Halifax access safe and affordable housing that meets their needs.”

The provincial and federal governments invested $1.19 million as a capital contribution to the project. This project helps preserve affordable rental housing in the Fairview area of Halifax and offers a broad range of services within one kilometre of the housing units, including grocery and drugstores, schools, recreation facilities, sports fields, restaurants and entertainment venues.

New Deputies Appointed to Education and Early Childhood Development and Business

Cathy Montreuil has been appointed the new deputy minister of Education and Early Childhood Development, Premier Stephen McNeil announced today, Feb. 9.

“Ms. Montreuil brings a wealth of experience having worked as an educator, assistant deputy minister, superintendent, school board director and as a member of an OECD working group representing the Council of Education Ministers,” said Premier McNeil. “This experience well positions her to lead transformation in our education system to create the best opportunities for our students and teachers.”

Ms. Montreuil is an assistant deputy minister with the Ontario Ministry of Education. She has held many positions in the education sector in Ontario, including director of education and superintendent at Bruce-Grey Catholic District School Board and a principal of special education and programs at Kawartha Pine Ridge District School Board. She has experience modernizing curriculum and working on committees to advance student achievement, equity and well-being.

She has taught in elementary and secondary schools, worked for about 18 years in special education and worked with the Organisation for Economic Co-operation and Development (OECD), an international body that promotes policies that will improve the economic and social well-being of people around the world.

“It is a privilege and honour to be chosen to work with the students, educators and stakeholders in Nova Scotia,” said Ms. Montreuil. “I feel fortunate to be joining a system where partners share a passion for working on behalf of the best interests of students.

“By continuing to keep students at the heart of our work, we will be able to build a system that delivers excellence and equity for students and staff.”

Bernie Miller has also been appointed deputy minister of the Department of Business. Mr. Miller had been acting in the role since Dec. 21.

“Bernie continues to demonstrate strong leadership and provides important advice around advancing the priorities of the province,” said Premier McNeil. “I am pleased that he will apply his strong skill sets to the Department of Business in addition to his role as deputy minister of the Office of Strategy Management.”

Mr. Miller’s appointment is effective immediately. Ms. Montreuil's position is effective March 1.
